Role Overview
As a Financial Analyst, Budgeting and Reporting, you will work under the Manager, Financial Systems, Planning and Reporting to manage financial procedures, prepare budget allocations, and report on financial planning. You will also provide expert guidance to managers on budgeting processes to ensure responsible financial stewardship.
Key Responsibilities
- Budget Analysis & Reporting: Evaluate budget estimates to align with operational plans, analyze variances, and recommend corrective actions.
- Financial Forecasting: Prepare financial reports, conduct cash flow analysis, and identify potential funding shortfalls.
- Strategic Financial Guidance: Provide expertise on financial policies and budgetary planning to senior management and service heads.
- Internal Controls & Policy Development: Research financial best practices, contribute to policy development, and implement corporate budgeting frameworks.
- Client Support: Advise managers on financial policies, methodologies, and budget reporting tools.

Qualifications & Requirements
Education:
✔ A bachelor’s degree in a related field OR an equivalent combination of education, training, and experience.
Experience:
✔ Minimum 1 year of experience in financial planning and budgeting.
✔ Experience in at least two (2) of the following areas:
- Providing financial advice and recommendations
- Internal control management
- Cost analysis
- External financial reporting
- Financial management advisory services
✔ Proven ability to develop and maintain strong working relationships with stakeholders.
Knowledge & Skills:
✔ Familiarity with public and private sector budgeting and reporting standards.
✔ Strong analytical skills for monitoring budgets and forecasting financial trends.
✔ Understanding of business analysis principles, financial policies, and reporting methodologies.
✔ Ability to assess client requirements through interviews and data analysis.
✔ Knowledge of the parliamentary financial cycle is an asset.
Preferred Qualifications (Assets)
✔ Experience in costing exercises for Treasury Board submissions or Memoranda to Cabinet.
✔ Proficiency in MS Power BI or other data analytics tools.
✔ Experience with ERP systems or similar financial software.
✔ Previous experience in Canada’s public sector or parliamentary environment.
✔ Experience in training clients or developing training materials.
